Abstract: Inequitable health care for males and females is surprisingly commonplace. Despite this, health care providers, civil rights groups, educators, and even women's rights advocates have largely overlooked the issue. The 11 chapters of this document provide the first extensive civil rights view of sex discrimination in health services. Using Title IX of the Education Amendments of 1972 and the Civil Rights Restoration Act of 1988 as references points, this manual offers a framework to assess health services at schools and colleges, suggests options and strategies for institutional change applicable to arenas outside the education setting, and helps those interested in providing sex-fair health care evaluate the services offered, identify health-related equity issues (such as"special" programs for young mothers), and eliminate discriminatory practices by understanding and using Title IX. Equity issues are discussed in the context of specific topic areas ranging from pregnancy and gynecological health care to mental health and alcohol and drug abuse services. The appendices contain a guide to what Title IX says regarding sex-fair health services and provide a set of charts for gathering information regarding Title IX and school health services to be used in conjunction with the text of the book.
