Abstract: This executive position paper proposes recommendations for a statewide comprehensive career and technical education Leadership Development Program. These recommendations are based on the comprehensive Leadership Development Program designed and executed at Sussex Technical High School. The Sussex Tech comprehensive Leadership Development Program design provides innovative scheduling concepts and lessons that promote the leadership and skill competition activities sponsored by the career and technical student organizations: SkillsUSA, Business Professionals of American, Health Occupations Students of America, and FFA. All of the design elements recommended are a direct result of the paradigm shift to create a ubiquitous approach to leadership at Sussex Technical High School. The program is transferable, and it is proposed that all Delaware career and techncial education school districts apply the program design to allow all CTE students the opportunity to experience leadership and be involved in their own personal development through participating in contest activities sponsored by the career and technical student organizations.
