Abstract: The National Social Assistance Family Package Programme is an integrated social assistance framework designed to provide comprehensive support to poor and vulnerable families across Cambodia. The programme aims to protect vulnerable households from falling deeper into poverty, support human capital development and promote inclusive growth. Launched in late 2023 as a successor to the COVID-19 Cash Transfer Programme, the Family Package consolidates several existing social assistance interventions, such as cash transfers for pregnant women and children, benefits for elderly individuals, people with disabilities and persons living with HIV/AIDS. The rollout of the Family Package is accompanied by a rigorous impact evaluation to generate evidence on its impacts on a range of key socioeconomic outcomes. This policy brief documents the findings and implications of the baseline study of the Cambodia National Social Assistance Family Package Programme. Overall, the baseline study provides valuable information on the context and challenges facing poor and vulnerable households in Cambodia.
