Abstract: This work dwells on the problem of developing an algorithm aimed at ensuring the digital inclusion of a university that functions in the conditions of globalisation. To solve this problem, the key theoretical provisions are described and the sequence of evolution of a traditional university to the level of a digital inclusive establishment of higher education is provided. Also, the order of actions for achieving digital inclusion by the university is presented. The considered research topic covers different aspects of technical, pedagogical, social and other disciplines. To reach the set goals, the process approach is used, which reflects the general evolution of inclusive higher education and the achievement of the status of digital inclusive education. The process approach also allows structuring problems and developing the order of their resolution within a certain algorithm. The main methodological tools include analysis and synthesis, the system and process approaches, concrete historical and graphic methods, and the method of grouping. Within the given problems and proposed methodological basis, this work presents the generalisation of conceptual and theoretical provisions on social and digital inclusion, distinguishes their key features and problems, characterises the main groups of people that require inclusion and elaborates on the sequences of the stages of transition from a traditional university to inclusive and digital inclusive university. Based on the obtained conclusions, the stages of the algorithm for achieving the digital inclusion of the university are offered.
