This document contains the appendices for the report, "Student Support and Academic Enrichment Grants: What Districts Are Prioritizing with the New Flexibilities under ESSA's Title IV-A Program. Evaluation Report. NCEE 2026-003r," which examines the extent to which districts aligned their implementation of the Elementary and Secondary Education Act (ESEA) Student Support and Academic Enrichment program with Congressional expectations. Appendix A provides an overview of the Title IV-A program, information on allowable transfers and carryovers under the Every Student Succeeds Act (ESSA) and Title IV-A, and the amount of funding allocated for Title IV-A. It also provides an overview of emergency relief funds that were allocated during the same fiscal year as the current study and waivers that existed in the years prior to this study, both of which may have influenced district spending decisions. Appendix B describes the design of the study, including the study sample, data sources used to create study measures, study measures, and the spending analysis. Appendix C and D provide supplemental and state exhibits. |
