Chapter 1 examines two major hurricanes that struck Puerto Rico at the onset of the Great Depression and the politics of natural disaster relief as it existed during the Spanish and U.S. colonial eras before the New Deal. While the hurricanes contributed to the political tensions of the decade, emerging plans for relief invited a more federal approach to local recovery efforts. This chapter analyzes the environmental history of San Felipe and San Ciprián while noting how they ravaged the infrastructure of the island, severely depressed the agricultural economy, and increased some of the island’s most dangerous threats to public health. This chapter also provides a brief analysis of insular politics during the early 1930s, particularly the election of 1932 and the great period of labor unrest that followed, including the large strike wave of 1933 and 1934. |
