| Description: | We estimate welfare impacts of South Africa’s Land Redistribution for Agricul-tural Development (LRAD) program. Counterfactual outcomes for non-beneficiary households are derived by non-parametrically matching applicants from the LRAD pipeline to LRAD beneficiaries. We find that land transfers associated with LRAD lead to very strong welfare gains for program participants. Accounting for hetero-geneity in the length of exposure to the program, we find asymptotic treatment effects of 20-30%, which translates to an annual return that is sufficiently high to offset the upfront direct costs per household within three years. |
