The conclusion is dedicated to examining the effects and legacies of the Puerto Rico Reconstruction Administration’s public works program. This section will consider the decline of public authorities and corporations on the island and examine how New Deal programs inadvertently contributed to current and ongoing environmental and financial crises in Puerto Rico caused by the expiration of Section 936 of the U.S. tax code and the recent hurricanes María, Irma, and Fiona. It will examine the debt crisis, the history of PREPA, and the PRRA’s contributions to the war effort and postwar industrialization program called Operation Bootstrap. It will also look at the PRRA’s political legacy and influence on the emergence of a Puerto Rican brand of populism under Luis Muñoz Marín and the Partido Popular Democrático (Popular Democratic Party or PPD). |
