Chapter 2 observes the formal shift from providing emergency relief in the First New Deal to undertaking long-term modernization during the Second New Deal. This chapter discusses the Puerto Rico Emergency Relief Administration (PRERA), the development of the Chardón Plan, and the Puerto Rico Reconstruction Administration (PRRA). While it covers some of the familiar faces of 1930s, such as colonial governors and political leaders, it also introduces the reader to technocrats such as farm bank administrator Miles Fairbank and civil engineer Guillermo Esteves, who ran the day-to-day operations of the PRRA during its most active period. This chapter also explores how the assassination of police commissioner Francis Riggs, the Tydings Bill for independence, the Río Piedras Massacre and the Ponce Massacre affected the administrative structure of the PRRA. |
