Cet article traite de l’instrumentation d’une politique publique, le budget participatif de la Ville de Paris, qui permet aux Parisiens de proposer, amender et voter pour des projets qui seront ensuite réalisés par la municipalité. La participation est analysée à l’aune de la relation entre la volonté municipale de « rendre du pouvoir » à ses administrés et le fonctionnement technique du site Internet.L’article se concentre d’abord sur les représentations imaginaires qui fondent les discours légitimant le fonctionnement du budget participatif. Il s’intéresse ensuite à la manière dont la représentation de la participation est un moyen, pour la Mairie, de prouver la réussite du dispositif. Enfin, la représentation est considérée comme un moyen de mettre en scène un cadre municipal commun. ; This article deals with the instrumentation of a public policy, which is the participative budget of the City of Paris. It allows Parisians to propose, amend and vote for projects that will then be carried out by the municipality. Participation is analyzed in the light of the relationship between the municipal will to "give power" to its citizens and the technical operation of the website. Firstly, the article focuses on the imaginary representations that underpin the discourses legitimizing the functioning of the participatory budget. Then it analyzes the way in which the representation of participation is a mean, for the Town hall, to prove the success of the device. Finally, representation is seen as a mean of staging a common municipal framework. |
