Supporting convergence and intensifying European territorial cooperation are among the key objectives of European regional policy for the period of 2007-2013. While conver-gence refers to equalizing the living standards within the European regions the notion cooperation has some broader implications. On the one hand it refers to cooperation with respect to the already existing governmental policies. Examples are the disposal of one country’s universities for students coming from other parts of the world, the opening of a country’s road network to foreign users or coordination of laws or regulation between re-gions or countries. On the other hand, one may observe that European regions cooperate to come to a decision concerning future projects. One striking example is the initiation of the European Organization for Nuclear Research – more commonly known as CERN (centre européen pour la recherche nucléaire) – the world’s largest particle physics lab-oratory, situated in the northwest suburbs of Geneva on the border between France and Switzerland. It has been launched in 1954 and initiated ongoing cooperation between incipiently twelve countries.1 More recent instances for this type of coordination include |
