active labor market programmes, propensity score matching. Abstract: The German labor market was fundamentally reformed in 2005. Former unemployment assistance and social assistance have been merged to the basic social care for needy jobseekers. A number of active labor market programs support these needy job-seekers. Our paper analyses the effectiveness of targeted wage subsides, paid to employers for a limited period of time. We apply propensity score matching to estimate the average effect on the subsequent labor market prospects of needy job-seekers who took up a subsidized job. The results show that wage subsidies had in fact large and significant favorable effects on the employment prospects of participants. |
