Description: Nigeria stands at a pivotal juncture in the global artificial intelligence revolution. With over 400 AI firms and startups, Nigeria is the second-largest player in Africa's AI landscape as of 2024, positioning the nation as a critical hub for innovation and technological advancement on the continent. This policy paper presents a comprehensive framework for Nigeria's National Generative AI Policy for Inclusive Innovation, designed to harness the transformative potential of generative artificial intelligence (GenAI) while ensuring ethical, safe, and locally relevant adoption across startups and public services. The policy framework is anchored on four strategic pillars: Inclusive Innovation Ecosystem Development, Ethical AI Governance and Safety, Capacity Building and Human Capital Development, and Economic Diversification through AI Integration. Our hypothesis posits that a well-structured, inclusive GenAI policy framework will accelerate Nigeria's digital transformation, enhance public service delivery, foster innovation-driven economic growth, and position the nation as a regional leader in responsible AI adoption. The International Finance Corporation projects that the strategic adoption of AI could add up $234 billion to Africa's GDP by 2030, with Nigeria uniquely positioned to capture a significant portion of this value through its robust technology ecosystem and proactive policy leadership. This policy addresses the critical need for a balanced approach that promotes innovation while safeguarding against potential risks including algorithmic bias, data privacy concerns, and socio-economic displacement. The Theory of Change underlying this policy recognizes that sustainable GenAI adoption requires a multi-stakeholder approach involving government, private sector, academia, civil society, and international partners.
