Description: This paper discusses a new service aimed at bridging the digital divide in Brazil through the use of the Digital Terrestrial Television (DTT) as a means of achieving those localities still not serviced by other broadband technologies. The BLNet service is meant to be particularly suited to contexts where the low income rates hamper the diffusion of other broadband platforms, such as ADSL, cable and satellite, and also MMDS. In order to evaluate the economic viability of the BLNet service, a system dynamics modeling has been implemented. The simulation results suggest that under certain circumstances the BLNet service may be a feasible solution to spread the access to the Internet in regions and localities not yet covered by other technologies. 1.
