Description: International audience ; The ban on Russia from the world of sport by the Olympic Movement after the invasion of Ukraine urges us to more closely examine one of the fundamental principles in Olympism: the principle of political neutrality. Sometimes presented as a myth and increasingly denounced as a source of complacency, this principle, justified by the universality of sports, fulfills two fundamental functions that make it more indispensable than ever: one internal, focused on the sports community and necessary to maintain order within it; the other external, intended for States and as a prerequisite for the preservation of the autonomy of the sporting world. However, some of the implied or imposed silences by the Olympic principle of political neutrality have become too deafening to not redefine its scope. The changes to it, which have been underway for several years now, nevertheless are still limited. But they are no less noticeable. Some changes aim to better reconcile political neutrality with the freedom of speech of members of the sports community, in particular of athletes; others focus on no longer making it a principle of indifference of sports institutions to human rights violations by States. If the absolute abandonment of the Olympic principle of political neutrality is without a doubt an illusion, the absolute conservation of it has however become unsustainable. The principle nonetheless remains. Its content evolves, in search of a desirable balance between maintaining order in sports and respect for human rights, between self-restraint and indifference. The reaction of the Olympic Movement to the invasion of Ukraine creates less of a radical break with the principle of political neutrality than it confirms a change already in progress.
