Description: The evaluation of health services is an important element in the organizational design of management, and is used to make better decisions. The aim of this study was to identify the ten lowest overall scores of the municipalities in Health Region 20–Production Route in terms of Primary Health Care attributes, describing the most frequent attributes amongthem. The data collection instrument used was PCATool-Brazil: Health Professionals Version. The participants in the study were health professionals working in primary care in the 26 municipalities belonging to Health Region 20, working in the health services that are part of SUS primary care. A total of 468 responses were collected from primary care professionals in the respective municipalities, with municipality M26 having the lowest average overall score with 2.5576; followed, in descending order, by M12 with 2.6958; M20 with 2.7332; M15 with 2.8539; M4 2.8563; M19 2.8856; M17 2.8968; M16 2.9399; M18 2.9406 and finally M6 with an average overall score of 2.9623. The attributes with the lowest scores in the survey were Attributes A and D. The research revealed that investments in technology and training in health are necessary, given the need to ensure better coordination of information systems, as well as in the management and management of the HCN. ; A avaliação dos serviços de saúde é um elemento importante para o delineamento organizativo da gestão, sendo aplicada para as tomadas de decisões mais acertivas. O estudo tem por objetivo identificar os dez menores escores gerais dos municípios da Região de saúde 20-Rota da produção nos atributos da Atenção Primária em Saúde descrevendo os atributos de maior frequência entre eles.
