Surveillance, however, can be carried out in different ways and these can provide important information on the basic features of a particular political system. Indeed, the introduction of surveillance measures has an impact on key relationships of a political system, such as liberty and security, autonomy and authority. When a political system is, like the European Union (EU), in a dynamic and build-up phase, by analysing its surveillance practices one can even discern the trajectories of its developments. The paper analyses two surveillance measures in the EU: the Schengen Information System (SIS) and the Directive 2006/24/EC on data retention. It puts forth the argument that the reference to security as a value enables the EU to compensate its legitimacy deficiencies and to develop into a power system characterised by a more supranational structure than before lok: 42450942 3 exp: 42450942 3 1 #EPN 201B/01 $005-01-18 $t23:17:46.162 201U/01 $0utf8 203@/01 $0101457594X 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 5 exp: 42450942 5 1 #EPN 201B/01 $005-01-18 $t23:17:46.166 201U/01 $0utf8 203@/01 $01014575958 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 8 exp: 42450942 8 1 #EPN 201B/01 $005-01-18 $t23:17:46.170 201U/01 $0utf8 203@/01 $01014575966 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 10 exp: 42450942 10 1 #EPN 201B/01 $005-01-18 $t23:17:46.173 201U/01 $0utf8 203@/01 $01014575974 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 11 exp: 42450942 11 1 #EPN 201B/01 $005-01-18 $t23:17:46.177 201U/01 $0utf8 203@/01 $01014575982 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 20 exp: 42450942 20 1 #EPN 201B/01 $005-01-18 $t23:17:46.181 201U/01 $0utf8 203@/01 $01014575990 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 21 exp: 42450942 21 1 #EPN 201B/01 $005-01-18 $t23:17:46.189 201U/01 $0utf8 203@/01 $01014576008 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 23 exp: 42450942 23 1 #EPN 201B/01 $005-01-18 $t23:17:46.193 201U/01 $0utf8 203@/01 $01014576016 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 24 exp: 42450942 24 1 #EPN 201B/01 $005-01-18 $t23:17:46.196 201U/01 $0utf8 203@/01 $01014576024 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 25 exp: 42450942 25 1 #EPN 201B/01 $005-01-18 $t23:17:46.199 201U/01 $0utf8 203@/01 $01014576032 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 36 exp: 42450942 36 1 #EPN 201B/01 $029-05-25 $t02:45:10.368 201C/01 $029-05-25 201U/01 $0utf8 203@/01 $01304998959 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a29-05-25 $bl lok: 42450942 49 exp: 42450942 49 1 #EPN 201B/01 $029-05-20 $t17:20:54.615 201C/01 $029-05-20 201U/01 $0utf8 203@/01 $01108480888 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a29-05-20 $bl lok: 42450942 54 exp: 42450942 54 1 #EPN 201B/01 $029-05-20 $t17:20:54.619 201C/01 $029-05-20 201U/01 $0utf8 203@/01 $01108480896 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a29-05-20 $bl lok: 42450942 108 exp: 42450942 108 1 #EPN 201B/01 $029-05-20 $t17:20:54.622 201C/01 $029-05-20 201U/01 $0utf8 203@/01 $0110848090X 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a29-05-20 $bl lok: 42450942 204 exp: 42450942 204 1 #EPN 201B/01 $005-01-18 $t23:17:46.212 201U/01 $0utf8 203@/01 $01014576075 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl lok: 42450942 205 exp: 42450942 205 1 #EPN 201B/01 $005-01-18 $t23:17:46.217 201U/01 $0utf8 203@/01 $01014576083 204U/01 $0urn:nbn:de:bsz:25-freidok-138552 $S0 208@/01 $a05-01-18 $bl
