Verwaltungsreformen, genauer bürokratische Reformen, gelten als Mittel, sich dieses Übels nachhaltig zu entledigen. Diese Auffassung ist keineswegs neu. Nicht nur in Deutschland, sondern auch andernorts in Europa, entstand sie Ende des 18. Jahrhunderts. Sie basierte auf einem neuen Verständnis von Korruption, mit der zugleich neue Vorstellungen von Gemeinwohl und ›guter Verwaltung‹ einhergingen. Dieses Buch handelt davon, wie sich das moderne Korruptionsverständnis in der Publizistik herausbildete und schließlich um 1800 als herrschendes Deutungsmuster etablierte. Letzteres richtete sich insbesondere gegen die Verwaltungsstrukturen des Ancien Régime, darunter Sporteln, Patronage, Ämterverkauf und -vererbung. Entsprechende Korruptionsvorwürfe dienten einer jungen Fürstendienergeneration dazu, diese Strukturen als unmoralisch zu brandmarken und so vollständig zu delegitimieren. Die Studie zeigt zugleich: Die Reformer Bayerns und Preußens nutzten das neue Korruptionsverständnis, um ihre Verwaltungsreformen argumentativ zu begründen und schließlich umzusetzen. Doch bedeutete dies nicht in jedem Fall das Ende der überkommenen Praktiken. Insbesondere Patronage blieb erhalten, änderte aber ihre Gestalt: Personale Verflechtung erfolgte fortan vermehrt über akademische Netzwerke und andere Vergesellschaftungsformen, anstatt, wie zuvor, über Familie oder Geburtsstand.; This book deals with corruption and bureaucratisation in Bavaria and Prussia around 1800. The author argues that a new notion of corruption appeared in the late 18th century and became the main interpretive frame by 1800. The latter was carried especially by a younger generation of royal servants and targeted the old administrative structure, particularly patronage and both sale and inheritance of offices. In his book, he furthermore shows that the new notion of corruption was closely interrelated with the state reforms in both monarchies around 1800: The reformers used corruption charges to delegitimise the old administrative structures and, thus, cleared the way for the implementation of the new bureaucratic system. The old (corrupt) practices nevertheless did not disappear completely.
