The three countries" almost identical scores suggest comparability; however, critics raise concerns about the FSI's data aggregation methods, and its conflation of causes and consequences. This article treads the uncharted path of unpacking the empirical realities that hide behind FSI indicators. Drawing on data collected during field research in the three states, the authors investigate three security indicators (security apparatus, factionalized elites, and external intervention) and propose an alternative, qualitative appreciation. Each country's fragility is based on how security forces, elites and interventions evolved over time and installed themselves differently in each region of the country. The qualitative assessment presented here shows that not every indicator matters in all case lok: 44954387 3 exp: 44954387 3 1 #EPN 201B/01 $018-02-21 $t23:10:44.763 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138860 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 5 exp: 44954387 5 1 #EPN 201B/01 $018-02-21 $t23:43:58.000 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138879 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 8 exp: 44954387 8 1 #EPN 201B/01 $018-02-21 $t23:10:44.785 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138887 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 10 exp: 44954387 10 1 #EPN 201B/01 $018-02-21 $t23:10:44.793 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138895 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 11 exp: 44954387 11 1 #EPN 201B/01 $018-02-21 $t23:10:44.802 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138909 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 20 exp: 44954387 20 1 #EPN 201B/01 $018-02-21 $t23:10:44.809 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138917 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 21 exp: 44954387 21 1 #EPN 201B/01 $018-02-21 $t23:10:44.816 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138925 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 23 exp: 44954387 23 1 #EPN 201B/01 $018-02-21 $t23:10:44.824 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138933 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 24 exp: 44954387 24 1 #EPN 201B/01 $018-02-21 $t23:10:44.830 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138941 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 25 exp: 44954387 25 1 #EPN 201B/01 $018-02-21 $t23:10:44.838 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $0114213895X 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 36 exp: 44954387 36 1 #EPN 201B/01 $014-10-22 $t23:57:55.577 201C/01 $014-10-22 201U/01 $0utf8 203@/01 $01216022984 208@/01 $a14-10-22 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 49 exp: 44954387 49 1 #EPN 201B/01 $018-02-21 $t23:10:44.845 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138968 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 54 exp: 44954387 54 1 #EPN 201B/01 $018-02-21 $t23:10:44.861 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142138984 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 108 exp: 44954387 108 1 #EPN 201B/01 $018-02-21 $t23:10:44.876 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $0114213900X 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 204 exp: 44954387 204 1 #EPN 201B/01 $018-02-21 $t23:10:44.884 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142139018 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH lok: 44954387 205 exp: 44954387 205 1 #EPN 201B/01 $018-02-21 $t23:10:44.895 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142139026 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/61779 $XH
