This study, which is based on a more comprehensive report commissioned by the German Ministry for Economic Cooperation and Development, considers the justification for, the recognition and scope of and the limits to the goal of enhancing policy coherence for development and then, against the background of international experience, explains that, if this goal is to be achieved, complex 'coherence management' will be needed. The study presents a number of recommendations on how to put this into practice."
