The scholarly literature offers a range of sensible explanations how the Commission position is bound by national, organised societal, or party political interests. In this paper, we aim to add a more process-based, mechanismic perspective by empirically focussing the question how certain external interest found their way into a Commission position as captured by a legislative proposal. Against the background of a larger research project which analyses 48 position formation processes in the Commission on the basis of 133 in-depth interviews with participating officials, this paper presents mechanisms linking external interest to the final Commission position and that are lok: 45170413 3 exp: 45170413 3 1 #EPN 201B/01 $025-02-21 $t22:58:27.311 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848160 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 5 exp: 45170413 5 1 #EPN 201B/01 $025-02-21 $t22:58:27.318 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848179 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 8 exp: 45170413 8 1 #EPN 201B/01 $025-02-21 $t22:58:27.323 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848187 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 10 exp: 45170413 10 1 #EPN 201B/01 $025-02-21 $t22:58:27.328 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848195 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 11 exp: 45170413 11 1 #EPN 201B/01 $025-02-21 $t22:58:27.332 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848209 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 20 exp: 45170413 20 1 #EPN 201B/01 $025-02-21 $t22:58:27.337 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848217 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 21 exp: 45170413 21 1 #EPN 201B/01 $025-02-21 $t22:58:27.341 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848225 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 23 exp: 45170413 23 1 #EPN 201B/01 $025-02-21 $t22:58:27.346 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848233 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 24 exp: 45170413 24 1 #EPN 201B/01 $025-02-21 $t22:58:27.350 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848241 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 25 exp: 45170413 25 1 #EPN 201B/01 $025-02-21 $t22:58:27.354 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114384825X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 36 exp: 45170413 36 1 #EPN 201B/01 $001-06-25 $t11:09:38.278 201C/01 $001-06-25 201U/01 $0utf8 203@/01 $01305056418 208@/01 $a01-06-25 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 49 exp: 45170413 49 1 #EPN 201B/01 $025-02-21 $t22:58:27.358 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848268 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 54 exp: 45170413 54 1 #EPN 201B/01 $025-02-21 $t22:58:27.373 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848284 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 107 exp: 45170413 107 1 #EPN 201B/01 $025-02-21 $t22:58:27.386 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848306 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 108 exp: 45170413 108 1 #EPN 201B/01 $025-02-21 $t22:58:27.392 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848314 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 204 exp: 45170413 204 1 #EPN 201B/01 $025-02-21 $t22:58:27.398 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848322 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH lok: 45170413 205 exp: 45170413 205 1 #EPN 201B/01 $025-02-21 $t22:58:27.404 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143848330 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23809 $XH
