Nevertheless international relations theories have thus far not been able to adequately account for their occurrence. The authors present a theoretical framework to explain humanitarian interventions as a result of a multilevel process driven by media attention and political entrepreneurship. They argue that drawing the developed world's public attention to a humanitarian crisis does not suffice to prompt international political reaction to it-it is only a necessary but not a sufficient condition. They therefore develop a consistent, detailed, and falsifiable theoretical model that systematically traces the necessary steps from the spaces of a humanitarian tragedy through the domestic arenas of potentially intervening states to the international arena where agreements on interventions must lok: 45173105 3 exp: 45173105 3 1 #EPN 201B/01 $025-02-21 $t22:58:11.041 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827171 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 5 exp: 45173105 5 1 #EPN 201B/01 $025-02-21 $t22:58:11.067 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114382718X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 8 exp: 45173105 8 1 #EPN 201B/01 $025-02-21 $t22:58:11.071 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827198 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 10 exp: 45173105 10 1 #EPN 201B/01 $025-02-21 $t22:58:11.074 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827201 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 11 exp: 45173105 11 1 #EPN 201B/01 $025-02-21 $t22:58:11.078 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114382721X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 20 exp: 45173105 20 1 #EPN 201B/01 $025-02-21 $t22:58:11.082 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827228 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 21 exp: 45173105 21 1 #EPN 201B/01 $025-02-21 $t22:58:11.085 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827236 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 23 exp: 45173105 23 1 #EPN 201B/01 $025-02-21 $t22:58:11.091 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827244 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 24 exp: 45173105 24 1 #EPN 201B/01 $025-02-21 $t22:58:11.094 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827252 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 25 exp: 45173105 25 1 #EPN 201B/01 $025-02-21 $t22:58:11.098 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827260 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 36 exp: 45173105 36 1 #EPN 201B/01 $015-10-22 $t00:16:19.050 201C/01 $014-10-22 201U/01 $0utf8 203@/01 $01216032777 208@/01 $a14-10-22 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 49 exp: 45173105 49 1 #EPN 201B/01 $025-02-21 $t22:58:11.102 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827279 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 54 exp: 45173105 54 1 #EPN 201B/01 $025-02-21 $t22:58:11.109 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827295 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 108 exp: 45173105 108 1 #EPN 201B/01 $025-02-21 $t22:58:11.117 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827317 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 204 exp: 45173105 204 1 #EPN 201B/01 $025-02-21 $t22:58:11.120 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827325 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH lok: 45173105 205 exp: 45173105 205 1 #EPN 201B/01 $025-02-21 $t22:58:11.124 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143827333 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/23801 $XH
