In each case, reformers swept into power promising to improve governance and to introduce genuine democratic reforms. Yet second transitions, too, show significant variation in the speed and extent to which they are able to deliver these outcomes. This paper examines why this is the case. The analysis focuses exclusively on democratization in second transitions. It develops and advances the argument that the experience of postcommunist authoritarianism yields unique institutional and behavioral legacies that make the transition from postcommunist authoritarianism qualitatively different and constitute an additional obstacle to democratization in this context. It tests this hypothesis using the cases of Slovakia, Croatia, and Serbia and confirms a correlation between each country lok: 45175799 3 exp: 45175799 3 1 #EPN 201B/01 $002-03-21 $t22:55:18.363 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840384 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 5 exp: 45175799 5 1 #EPN 201B/01 $002-03-21 $t22:55:18.368 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840392 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 8 exp: 45175799 8 1 #EPN 201B/01 $002-03-21 $t22:55:18.374 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840406 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 10 exp: 45175799 10 1 #EPN 201B/01 $002-03-21 $t22:55:18.379 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840414 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 11 exp: 45175799 11 1 #EPN 201B/01 $002-03-21 $t22:55:18.384 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840422 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 20 exp: 45175799 20 1 #EPN 201B/01 $002-03-21 $t22:55:18.389 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840430 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 21 exp: 45175799 21 1 #EPN 201B/01 $002-03-21 $t22:55:18.395 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840449 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 23 exp: 45175799 23 1 #EPN 201B/01 $002-03-21 $t22:55:18.400 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840457 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 24 exp: 45175799 24 1 #EPN 201B/01 $002-03-21 $t22:55:18.405 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840465 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 25 exp: 45175799 25 1 #EPN 201B/01 $002-03-21 $t22:55:18.410 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840473 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 36 exp: 45175799 36 1 #EPN 201B/01 $003-06-25 $t23:31:29.109 201C/01 $003-06-25 201U/01 $0utf8 203@/01 $01305103998 208@/01 $a03-06-25 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 49 exp: 45175799 49 1 #EPN 201B/01 $002-03-21 $t22:55:18.415 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840481 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 54 exp: 45175799 54 1 #EPN 201B/01 $002-03-21 $t22:55:18.426 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840503 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 108 exp: 45175799 108 1 #EPN 201B/01 $002-03-21 $t22:55:18.436 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $0114484052X 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 204 exp: 45175799 204 1 #EPN 201B/01 $002-03-21 $t22:55:18.441 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840538 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH lok: 45175799 205 exp: 45175799 205 1 #EPN 201B/01 $002-03-21 $t22:55:18.446 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144840546 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/43985 $XH
