Eine moderne Politikfeldanalyse muss mithin erklären, auf welche Weise politischer Wandel durch Einstellungswandel zustande kommt und welche Rolle Informationen dabei spielen, ob und wann politische Akteure ihre bisherigen Überzeugungen nicht mehr als adäquat ansehen, kurz: wie und wodurch sie lernen. Das Buch entwickelt auf Grundlage des aus der kalifornischen Policy-Analyse stammenden Advocacy-Koalitionsansatzes eine interpretative Lerntheorie politischen Wandels. Sie besagt im Kern, dass langfristiger Wandel auf Lernprozesse zurückgeführt werden kann, während die soziale Einbindung politischer Akte
