In this respect the Danish system of parliamentary scrutiny has been recommended as being highly effective. In this paper, we explain why the Folketing issues negotiation mandates on some EU law proposals whereas the government can freely chose its negotiation position on other proposals. Our empirical analysis of Danish scrutiny decision between 2006 and 2008 uncovers three answers. First, in contrast to other scrutiny measures, most of which can be initiated by single party groups, the issuance of negotiation mandates is a collective decision. Specifically, it requires the consent of a majority of deputies in the Folketing. As a consequence, the position of the minority government must win the support of a third party. This third party tends to requests a negotiation mandate if it fears that collusion between the government and its internatio lok: 45176586 3 exp: 45176586 3 1 #EPN 201B/01 $023-02-21 $t22:56:17.522 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143293959 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 5 exp: 45176586 5 1 #EPN 201B/01 $023-02-21 $t22:56:17.529 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143293967 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 8 exp: 45176586 8 1 #EPN 201B/01 $023-02-21 $t22:56:17.535 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143293975 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 10 exp: 45176586 10 1 #EPN 201B/01 $023-02-21 $t22:56:17.542 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143293983 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 11 exp: 45176586 11 1 #EPN 201B/01 $023-02-21 $t22:56:17.548 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143293991 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 20 exp: 45176586 20 1 #EPN 201B/01 $023-02-21 $t22:56:17.554 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294009 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 21 exp: 45176586 21 1 #EPN 201B/01 $023-02-21 $t22:56:17.561 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294017 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 23 exp: 45176586 23 1 #EPN 201B/01 $023-02-21 $t22:56:17.567 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294025 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 24 exp: 45176586 24 1 #EPN 201B/01 $023-02-21 $t22:56:17.573 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294033 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 25 exp: 45176586 25 1 #EPN 201B/01 $023-02-21 $t22:56:17.579 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294041 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 36 exp: 45176586 36 1 #EPN 201B/01 $031-05-25 $t22:43:25.703 201C/01 $031-05-25 201U/01 $0utf8 203@/01 $01305045408 208@/01 $a31-05-25 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 49 exp: 45176586 49 1 #EPN 201B/01 $023-02-21 $t22:56:17.587 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $0114329405X 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 54 exp: 45176586 54 1 #EPN 201B/01 $023-02-21 $t22:56:17.600 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294076 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 108 exp: 45176586 108 1 #EPN 201B/01 $023-02-21 $t22:56:17.612 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294092 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 204 exp: 45176586 204 1 #EPN 201B/01 $023-02-21 $t22:56:17.619 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294106 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH lok: 45176586 205 exp: 45176586 205 1 #EPN 201B/01 $023-02-21 $t22:56:17.625 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143294114 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/28866 $XH
