This paper examines the cost of failing states in the Pacific. The Pacific region differs from other regions: since its countries are islands the neighbourhood spillovers that normally generate these costs do not apply. The cost of state failure for an island is much lower than for other states, but state failure is more costly to the state itself, as opposed to its neighbours, if the state is an island. This may be due to the greater openness of islands, implying greater flight of financial and human capital. Because neighbours are not directly affected by state failure in the Pacific, any possible interventions should be centred on the humanitarian concern lok: 45180057 3 exp: 45180057 3 1 #EPN 201B/01 $025-02-21 $t22:57:03.016 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768590 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 5 exp: 45180057 5 1 #EPN 201B/01 $025-02-21 $t22:57:03.022 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768604 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 8 exp: 45180057 8 1 #EPN 201B/01 $025-02-21 $t22:57:03.028 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768612 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 10 exp: 45180057 10 1 #EPN 201B/01 $025-02-21 $t22:57:03.034 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768620 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 11 exp: 45180057 11 1 #EPN 201B/01 $025-02-21 $t22:57:03.038 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768639 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 20 exp: 45180057 20 1 #EPN 201B/01 $025-02-21 $t22:57:03.043 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768647 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 21 exp: 45180057 21 1 #EPN 201B/01 $025-02-21 $t22:57:03.047 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768655 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 23 exp: 45180057 23 1 #EPN 201B/01 $025-02-21 $t22:57:03.052 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768663 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 24 exp: 45180057 24 1 #EPN 201B/01 $025-02-21 $t22:57:03.057 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768671 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 25 exp: 45180057 25 1 #EPN 201B/01 $025-02-21 $t22:57:03.061 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114376868X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 36 exp: 45180057 36 1 #EPN 201B/01 $015-10-22 $t00:21:16.628 201C/01 $014-10-22 201U/01 $0utf8 203@/01 $01216035423 208@/01 $a14-10-22 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 49 exp: 45180057 49 1 #EPN 201B/01 $025-02-21 $t22:57:03.067 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768698 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 54 exp: 45180057 54 1 #EPN 201B/01 $025-02-21 $t22:57:03.075 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114376871X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 108 exp: 45180057 108 1 #EPN 201B/01 $025-02-21 $t22:57:03.084 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768736 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 204 exp: 45180057 204 1 #EPN 201B/01 $025-02-21 $t22:57:03.088 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768744 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH lok: 45180057 205 exp: 45180057 205 1 #EPN 201B/01 $025-02-21 $t22:57:03.092 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01143768752 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/25142 $XH
