Two such referendums have been held in Ireland in 2008 and 2009 with the outcome changing from a No to a Yes vote. This paper addresses the question of what explains the change in outcome in two referendums on essentially the same document. It will do so by looking at the role of the campaign in providing information and hence reducing uncertainty, the importance of issue frames and the impact of domestic considerations on vote choice. It is suggested that there has not been a change in underlying attitudes but a change in how the Irish electorate weighed the same factors differently at both referendums. In addition, a change in economic conditions at the time of the second referendum also had an effect on how voters decided the second time around lok: 45180776 3 exp: 45180776 3 1 #EPN 201B/01 $023-02-21 $t22:52:57.331 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $0114310708X 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 5 exp: 45180776 5 1 #EPN 201B/01 $023-02-21 $t22:52:57.337 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107098 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 8 exp: 45180776 8 1 #EPN 201B/01 $023-02-21 $t22:52:57.344 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107101 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 10 exp: 45180776 10 1 #EPN 201B/01 $023-02-21 $t22:52:57.350 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $0114310711X 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 11 exp: 45180776 11 1 #EPN 201B/01 $023-02-21 $t22:52:57.357 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107128 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 20 exp: 45180776 20 1 #EPN 201B/01 $023-02-21 $t22:52:57.366 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107136 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 21 exp: 45180776 21 1 #EPN 201B/01 $023-02-21 $t22:52:57.373 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107144 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 23 exp: 45180776 23 1 #EPN 201B/01 $023-02-21 $t22:52:57.380 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107152 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 24 exp: 45180776 24 1 #EPN 201B/01 $023-02-21 $t22:52:57.386 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107160 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 25 exp: 45180776 25 1 #EPN 201B/01 $023-02-21 $t22:52:57.393 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107179 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 36 exp: 45180776 36 1 #EPN 201B/01 $015-10-22 $t00:21:41.681 201C/01 $014-10-22 201U/01 $0utf8 203@/01 $01216035652 208@/01 $a14-10-22 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 49 exp: 45180776 49 1 #EPN 201B/01 $023-02-21 $t22:52:57.400 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107187 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 54 exp: 45180776 54 1 #EPN 201B/01 $023-02-21 $t22:52:57.415 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107209 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 108 exp: 45180776 108 1 #EPN 201B/01 $023-02-21 $t22:52:57.429 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107225 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 204 exp: 45180776 204 1 #EPN 201B/01 $023-02-21 $t22:52:57.436 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107233 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH lok: 45180776 205 exp: 45180776 205 1 #EPN 201B/01 $023-02-21 $t22:52:57.443 201C/01 $023-02-21 201U/01 $0utf8 203@/01 $01143107241 208@/01 $a23-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/33847 $XH
