The study investigates the conditions under which bureaucrats decide on legislative dossiers without direct involvement of ministers. A statistical analysis is performed to examine this question, using an original data set of 439 legislative proposals. The results of the analysis indicate that formal institutional features such as the voting rule in the Council and the involvement of the European Parliament affect committee decision-making, whereas no effects of committee socialization and preference divergence among member states are identified. The results diminish concerns about the democratic legitimacy of Council decision-making to some extent, as the findings demonstrate that bureaucrats tend to decide only the less salient and more complex proposals lok: 45183283 3 exp: 45183283 3 1 #EPN 201B/01 $002-03-21 $t22:54:37.974 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791200 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 5 exp: 45183283 5 1 #EPN 201B/01 $002-03-21 $t22:54:37.978 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791219 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 8 exp: 45183283 8 1 #EPN 201B/01 $002-03-21 $t22:54:37.982 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791227 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 10 exp: 45183283 10 1 #EPN 201B/01 $002-03-21 $t22:54:37.985 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791235 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 11 exp: 45183283 11 1 #EPN 201B/01 $002-03-21 $t22:54:37.988 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791243 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 20 exp: 45183283 20 1 #EPN 201B/01 $002-03-21 $t22:54:37.992 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791251 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 21 exp: 45183283 21 1 #EPN 201B/01 $002-03-21 $t22:54:37.996 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $0114479126X 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 23 exp: 45183283 23 1 #EPN 201B/01 $002-03-21 $t22:54:37.999 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791278 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 24 exp: 45183283 24 1 #EPN 201B/01 $002-03-21 $t22:54:38.003 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791286 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 25 exp: 45183283 25 1 #EPN 201B/01 $002-03-21 $t22:54:38.008 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791294 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 36 exp: 45183283 36 1 #EPN 201B/01 $003-06-25 $t23:30:28.171 201C/01 $003-06-25 201U/01 $0utf8 203@/01 $01305103483 208@/01 $a03-06-25 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 49 exp: 45183283 49 1 #EPN 201B/01 $002-03-21 $t22:54:38.012 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791308 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 54 exp: 45183283 54 1 #EPN 201B/01 $002-03-21 $t22:54:38.019 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791324 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 108 exp: 45183283 108 1 #EPN 201B/01 $002-03-21 $t22:54:38.027 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791340 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 204 exp: 45183283 204 1 #EPN 201B/01 $002-03-21 $t22:54:38.030 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791359 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH lok: 45183283 205 exp: 45183283 205 1 #EPN 201B/01 $002-03-21 $t22:54:38.034 201C/01 $002-03-21 201U/01 $0utf8 203@/01 $01144791367 208@/01 $a02-03-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22921 $XH
