This article analyses the cleavages that structure the conflict over European chemicals policy, the so-called REACH system. Taking positions on this major policy as an empirical example, we test these competing theories on the nature of cleavages on environmental policy issues in the EU. We use data from an expert survey of more than 600 individuals to fulfil this aim. The results show that neither of the hypotheses is unequivocally supported. But the data indicate that cleavages based on non-territorial interests are much more important than territorial interests in explaining positions on REACH lok: 45183628 3 exp: 45183628 3 1 #EPN 201B/01 $025-02-21 $t23:06:52.832 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207002 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 5 exp: 45183628 5 1 #EPN 201B/01 $025-02-21 $t23:06:52.836 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207010 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 8 exp: 45183628 8 1 #EPN 201B/01 $025-02-21 $t23:06:52.840 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207029 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 10 exp: 45183628 10 1 #EPN 201B/01 $025-02-21 $t23:06:52.843 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207037 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 11 exp: 45183628 11 1 #EPN 201B/01 $025-02-21 $t23:06:52.847 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207045 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 20 exp: 45183628 20 1 #EPN 201B/01 $025-02-21 $t23:06:52.850 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207053 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 21 exp: 45183628 21 1 #EPN 201B/01 $025-02-21 $t23:06:52.855 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207061 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 23 exp: 45183628 23 1 #EPN 201B/01 $025-02-21 $t23:06:52.858 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114420707X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 24 exp: 45183628 24 1 #EPN 201B/01 $025-02-21 $t23:06:52.862 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207088 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 25 exp: 45183628 25 1 #EPN 201B/01 $025-02-21 $t23:06:52.865 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207096 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 36 exp: 45183628 36 1 #EPN 201B/01 $003-06-25 $t02:02:01.255 201C/01 $003-06-25 201U/01 $0utf8 203@/01 $01305085442 208@/01 $a03-06-25 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 49 exp: 45183628 49 1 #EPN 201B/01 $025-02-21 $t23:06:52.868 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $0114420710X 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 54 exp: 45183628 54 1 #EPN 201B/01 $025-02-21 $t23:06:52.877 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207126 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 108 exp: 45183628 108 1 #EPN 201B/01 $025-02-21 $t23:06:52.884 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207142 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 204 exp: 45183628 204 1 #EPN 201B/01 $025-02-21 $t23:06:52.887 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207150 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH lok: 45183628 205 exp: 45183628 205 1 #EPN 201B/01 $025-02-21 $t23:06:52.892 201C/01 $025-02-21 201U/01 $0utf8 203@/01 $01144207169 208@/01 $a25-02-21 $bl 209S/01 $S0 $uhttp://www.ssoar.info/ssoar/handle/document/22930 $XH
