Although most research depicts repression and legitimation as opposed strategies of political rule, justified coercion against some groups may generate legitimacy in the eyes of other parts of the population. Building upon this suggested link between legitimation and repression, this article studies the justifications of mass killings. To this end, framing theory is combined with recent research on the domestic and international dimensions of authoritarian rule. We contend that frames are directed towards specific audiences at home and abroad. Moreover, given the common threats at the global level and the diffusion of repressive tactics, we assume that learning processes influence discursive justifications of repression in authoritarian regimes. We provide an analysis of government rhetoric by comparing the protest crackdowns of Rabi'a 'Adawiya Square in Egypt and Fergana Valley in Uzbekistan, tak lok: 45185235 3 exp: 45185235 3 1 #EPN 201B/01 $018-02-21 $t23:09:56.851 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $0114209085X 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 5 exp: 45185235 5 1 #EPN 201B/01 $018-02-21 $t23:09:56.858 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090868 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 8 exp: 45185235 8 1 #EPN 201B/01 $018-02-21 $t23:09:56.864 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090876 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 10 exp: 45185235 10 1 #EPN 201B/01 $018-02-21 $t23:09:56.871 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090884 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 11 exp: 45185235 11 1 #EPN 201B/01 $018-02-21 $t23:09:56.877 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090892 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 20 exp: 45185235 20 1 #EPN 201B/01 $018-02-21 $t23:09:56.883 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090906 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 21 exp: 45185235 21 1 #EPN 201B/01 $018-02-21 $t23:09:56.891 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090914 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 23 exp: 45185235 23 1 #EPN 201B/01 $018-02-21 $t23:09:56.898 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090922 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 24 exp: 45185235 24 1 #EPN 201B/01 $018-02-21 $t23:09:56.904 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090930 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 25 exp: 45185235 25 1 #EPN 201B/01 $018-02-21 $t23:09:56.910 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090949 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 36 exp: 45185235 36 1 #EPN 201B/01 $015-10-22 $t00:24:56.005 201C/01 $014-10-22 201U/01 $0utf8 203@/01 $01216037450 208@/01 $a14-10-22 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 49 exp: 45185235 49 1 #EPN 201B/01 $018-02-21 $t23:09:56.917 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090957 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 54 exp: 45185235 54 1 #EPN 201B/01 $018-02-21 $t23:09:56.929 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142090973 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 108 exp: 45185235 108 1 #EPN 201B/01 $018-02-21 $t23:09:56.941 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $0114209099X 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 204 exp: 45185235 204 1 #EPN 201B/01 $018-02-21 $t23:09:56.948 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142091007 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH lok: 45185235 205 exp: 45185235 205 1 #EPN 201B/01 $018-02-21 $t23:09:56.954 201C/01 $018-02-21 201U/01 $0utf8 203@/01 $01142091015 208@/01 $a18-02-21 $bl 209S/01 $S0 $uhttps://www.ssoar.info/ssoar/handle/document/56784 $XH
