Theodor Schiemann (1847-1921) took an influential position in the Russia policy of the German Empire. As an expert in Eastern European history, he counselled the political ranks of Berlin up to Kaiser Wilhelm II. for many years. Moreover, by his widely received and controversially discussed political publications he influenced his German and international readership with his ambivalent patterns of perception and conflicting interpretations of the Russian Empire.
