In Latin America, human rights’ violations catalyze the outcomes of such crises. In the aim of understanding the housing crisis, this research evidenced a vicious cycle in Brazil and Chile: despite the creation of massive social housing programs, the lack of adequate housing particularly affects the most-poor due to weak accountability. The comparison of legal accountability relations in the urban social housing ownership models Minha Casa, Minha Vida, from Brazil, and D.S. 49, D.S. 1, and D.S. 19, from Chile, revealed several of those inconsistencies, but also advised on concrete solutions to their accountability relations inspired by the rights-based approach. Policies fall short on the organization of responsibilities to duty-bearers, whose weak obligations to inform, justify or respond neutralize concrete chances of enforcing redress or grievance. In such a scenario, this research showed that the most-vulnerable remain hindered from accessing the minimum existencial and, particularly, adequate housing. The solution is obvious: the respect, protection and fulfillment of human rights must be used as means and goals of those or any other policies and institutional structures. lok: 50882510 3 exp: 50882510 3 1 #EPN 201B/01 $018-06-23 $t02:01:00.655 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156432 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 5 exp: 50882510 5 1 #EPN 201B/01 $018-06-23 $t02:01:00.659 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156440 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 8 exp: 50882510 8 1 #EPN 201B/01 $018-06-23 $t02:01:00.663 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156459 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 10 exp: 50882510 10 1 #EPN 201B/01 $018-06-23 $t02:01:00.668 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156467 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 11 exp: 50882510 11 1 #EPN 201B/01 $018-06-23 $t02:01:00.671 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156475 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 20 exp: 50882510 20 1 #EPN 201B/01 $018-06-23 $t02:01:00.675 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156483 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 21 exp: 50882510 21 1 #EPN 201B/01 $018-06-23 $t02:01:00.678 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156491 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 23 exp: 50882510 23 1 #EPN 201B/01 $018-06-23 $t02:01:00.684 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156505 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 24 exp: 50882510 24 1 #EPN 201B/01 $018-06-23 $t02:01:00.688 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156513 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 25 exp: 50882510 25 1 #EPN 201B/01 $018-06-23 $t02:01:00.693 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156521 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 36 exp: 50882510 36 1 #EPN 201B/01 $018-06-23 $t02:01:00.699 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $0123715653X 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 49 exp: 50882510 49 1 #EPN 201B/01 $018-06-23 $t02:01:00.705 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156548 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 54 exp: 50882510 54 1 #EPN 201B/01 $018-06-23 $t02:01:00.716 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156564 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 69 exp: 50882510 69 1 #EPN 201B/01 $018-06-23 $t02:01:00.724 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156580 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 107 exp: 50882510 107 1 #EPN 201B/01 $018-06-23 $t02:01:00.729 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156599 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 108 exp: 50882510 108 1 #EPN 201B/01 $018-06-23 $t02:01:00.734 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156602 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 204 exp: 50882510 204 1 #EPN 201B/01 $018-06-23 $t02:01:00.738 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156610 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH lok: 50882510 205 exp: 50882510 205 1 #EPN 201B/01 $018-06-23 $t02:01:00.743 201C/01 $018-06-23 201U/01 $0utf8 203@/01 $01237156629 208@/01 $a18-06-23 $bl 209S/01 $S0 $uhttps://directory.doabooks.org/handle/20.500.12854/96277 $XH
