Der Artikel argumentiert, dass dies einen gesellschaftlichen Mindestkonsens über die Ziele, Methoden und Inhalte der politischen Bildung erfordert. Er diskutiert hierfür die Möglichkeiten und Grenzen der Übertragbarkeit von Konzepten der politischen Bildung und insbesondere des Beutelsbacher Konsens und stellt dabei drei strukturelle Herausforderungen heraus: 1) die große Diversität der Bevölkerung, 2) die extremen sozialen Ungleichheiten und 3) die fortwährende Gewalt.
