Experts and policymakers have therefore called for welfare state readjustment towards a ‘social investment’ model (focusing on human skills and capabilities). Under what conditions are citizens willing to accept such future-oriented reforms? We point at the crucial but hitherto neglected role of citizens’ trust in and satisfaction with government. Trust and satisfaction matter because future-oriented reforms generate uncertainties, risks and costs, which trust and government satisfaction can attenuate. We offer micro-level causal evidence using experiments in a representative survey covering eight European countries and confirm these findings with European Social Survey data for 22 countries. We find that trust and government satisfaction increase reform support and moderate the effects of self-interest and ideological standpoints. These findings have crucial implications not least because they help explain why some countries manage – but others fail – to enact important reforms. lok: 51257059 3 101B $019-10-23 $t08:14:15.000 101C $019-10-23 101U $0utf8 145S/01 $a007 exp: 51257059 3 1 #EPN 201B/01 $019-10-23 $t23:02:48.852 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037358 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 5 exp: 51257059 5 1 #EPN 201B/01 $019-10-23 $t23:02:48.855 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037366 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 8 exp: 51257059 8 1 #EPN 201B/01 $019-10-23 $t23:02:48.858 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037374 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 10 exp: 51257059 10 1 #EPN 201B/01 $019-10-23 $t23:02:48.861 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037382 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 11 exp: 51257059 11 1 #EPN 201B/01 $019-10-23 $t23:02:48.864 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037390 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 20 exp: 51257059 20 1 #EPN 201B/01 $019-10-23 $t23:02:48.867 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037404 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 21 exp: 51257059 21 1 #EPN 201B/01 $019-10-23 $t23:02:48.870 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037412 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 23 exp: 51257059 23 1 #EPN 201B/01 $019-10-23 $t23:02:48.873 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037420 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 24 exp: 51257059 24 1 #EPN 201B/01 $019-10-23 $t23:02:48.876 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037439 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 25 exp: 51257059 25 1 #EPN 201B/01 $019-10-23 $t23:02:48.878 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037447 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 36 exp: 51257059 36 1 #EPN 201B/01 $019-10-23 $t23:02:48.881 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037455 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 49 exp: 51257059 49 1 #EPN 201B/01 $019-10-23 $t23:02:48.884 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037463 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 54 exp: 51257059 54 1 #EPN 201B/01 $019-10-23 $t23:02:48.890 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $0124503748X 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 108 exp: 51257059 108 1 #EPN 201B/01 $019-10-23 $t23:02:48.896 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037501 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 204 exp: 51257059 204 1 #EPN 201B/01 $019-10-23 $t23:02:48.898 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $0124503751X 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl lok: 51257059 205 exp: 51257059 205 1 #EPN 201B/01 $019-10-23 $t23:02:48.900 201C/01 $019-10-23 201U/01 $0utf8 203@/01 $01245037528 204U/01 $0urn:nbn:de:hebis:30:3-752440 $S0 208@/01 $a19-10-23 $bl
