Der Streit um .org hat aber noch eine zweite Dimension: Ein weiteres Mal zeigt sich, dass die Internet Corporation for Assigned Names and Numbers (ICANN) nicht über die Legitimität verfügt, strittige politische Fragen zu entscheiden. Dieses strukturelle Problem wird sich so bald nicht lösen lassen. Deutschland sollte sich daher um diplomatische Schadensbegrenzung bemühen, auch in kritischer Auseinandersetzung mit dem ICANN-Vorstand.
