Doch genauso wichtig ist die inhaltliche und strukturelle Neuaufstellung der EU-Kommission, die unter Präsident Juncker zahlreiche Reformen erfahren hat. Zum Ende ihrer Amtsperiode ist die Bilanz gemischt: Die Kommission ist fokussierter geworden, und die interne Kohärenz deutlich gestiegen. Doch viele der Gesetzgebungsvorschläge waren auch am Ende der Legislaturperiode im Europäischen Parlament und/oder im Rat der EU nicht mehrheitsfähig. Das Leitbild der politischen Kommission hat sich zunehmend als unvereinbar mit den Kontrollaufgaben des höchsten Exekutivorgans der EU erwiesen. Die neue Kommission wird in einem schwierigeren politischen Umfeld agieren und selbst parteipolitisch heterogener werden.
