This paper adds to this body of work by adopting genuine comparative lenses. Based on a novel survey, it assesses the attributed performance of 49 IOs over two important dimensions: problem-solving effectiveness and legitimacy of outputs. This reveals variation between IOs with respect to both components. We derive hypotheses from international cooperation and IO design. The quantitative analysis reveals that except deliberative diplomatic practices many factors increasing attributed legitimacy differ from the ones increasing the attributed problem-solving effectiveness. Most notably, autonomous secretariats increase the problem-solving effectiveness attributed to IOs. Legitimacy attributions increase when IOs are regional instead of global in nature and when non-state actors have access to IO decision-making lok: 51467202 3 exp: 51467202 3 1 #EPN 201B/01 $012-01-24 $t23:50:27.092 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $0125431864X 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 5 exp: 51467202 5 1 #EPN 201B/01 $012-01-24 $t23:50:27.097 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318658 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 8 exp: 51467202 8 1 #EPN 201B/01 $012-01-24 $t23:50:27.099 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318666 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 10 exp: 51467202 10 1 #EPN 201B/01 $012-01-24 $t23:50:27.102 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318674 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 11 exp: 51467202 11 1 #EPN 201B/01 $012-01-24 $t23:50:27.104 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318682 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 20 exp: 51467202 20 1 #EPN 201B/01 $012-01-24 $t23:50:27.107 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318690 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 21 exp: 51467202 21 1 #EPN 201B/01 $012-01-24 $t23:50:27.110 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318704 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 23 exp: 51467202 23 1 #EPN 201B/01 $012-01-24 $t23:50:27.112 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318712 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 24 exp: 51467202 24 1 #EPN 201B/01 $012-01-24 $t23:50:27.114 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318720 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 25 exp: 51467202 25 1 #EPN 201B/01 $012-01-24 $t23:50:27.117 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318739 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 36 exp: 51467202 36 1 #EPN 201B/01 $012-01-24 $t23:50:27.120 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318747 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 49 exp: 51467202 49 1 #EPN 201B/01 $012-01-24 $t23:50:27.122 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318755 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 54 exp: 51467202 54 1 #EPN 201B/01 $012-01-24 $t23:50:27.127 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318771 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 108 exp: 51467202 108 1 #EPN 201B/01 $012-01-24 $t23:50:27.132 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318798 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 204 exp: 51467202 204 1 #EPN 201B/01 $012-01-24 $t23:50:27.135 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $01254318801 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH lok: 51467202 205 exp: 51467202 205 1 #EPN 201B/01 $012-01-24 $t23:50:27.137 201C/01 $012-01-24 201U/01 $0utf8 203@/01 $0125431881X 208@/01 $a12-01-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/226968 $XH
