The new EU Trust Fund (EUTF) for Africa finances projects in twenty-six African countries. Although initially conceived as a temporary emergency response, it has the potential to become a regular component of the EU’s external migration policy, and can serve as a model for the systematic integration of the EU’s migration interests into its external policy. However ideas diverge concerning the Fund’s priorities. Internally, there is political pressure for the EU to concentrate on cooperation with transit countries in order to further reduce irregular migration to Europe. But narrowing the Fund’s remit in that manner would be incompatible with the objectives of the Global Compacts on Migration and Refugees, which the United Nations adopted in December 2018. The German government should advocate for a comprehensive approach encompassing long-term support for countries of origin and destination. In order to improve the coherence of the EU’s external migration policy, the vague goals of the EUTF need to be concretised and broken down into realistic sub-goals. Migration policy can only have sustainable effects if measures are embedded in a broader development agenda and take adequate consideration of the interests of African partner countries lok: 51613668 3 exp: 51613668 3 1 #EPN 201B/01 $008-03-24 $t01:25:07.460 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666746 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 5 exp: 51613668 5 1 #EPN 201B/01 $008-03-24 $t01:25:07.463 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666754 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 8 exp: 51613668 8 1 #EPN 201B/01 $008-03-24 $t01:25:07.466 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666762 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 10 exp: 51613668 10 1 #EPN 201B/01 $008-03-24 $t01:25:07.468 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666770 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 11 exp: 51613668 11 1 #EPN 201B/01 $008-03-24 $t01:25:07.471 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666789 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 20 exp: 51613668 20 1 #EPN 201B/01 $008-03-24 $t01:25:07.474 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666797 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 21 exp: 51613668 21 1 #EPN 201B/01 $008-03-24 $t01:25:07.477 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666800 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 23 exp: 51613668 23 1 #EPN 201B/01 $008-03-24 $t01:25:07.480 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666819 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 24 exp: 51613668 24 1 #EPN 201B/01 $008-03-24 $t01:25:07.483 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666827 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 25 exp: 51613668 25 1 #EPN 201B/01 $008-03-24 $t01:25:07.485 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666835 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 36 exp: 51613668 36 1 #EPN 201B/01 $008-03-24 $t01:25:07.490 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666843 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 49 exp: 51613668 49 1 #EPN 201B/01 $008-03-24 $t01:25:07.493 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666851 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 54 exp: 51613668 54 1 #EPN 201B/01 $008-03-24 $t01:25:07.499 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666878 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 108 exp: 51613668 108 1 #EPN 201B/01 $008-03-24 $t01:25:07.523 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666924 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 204 exp: 51613668 204 1 #EPN 201B/01 $008-03-24 $t01:25:07.528 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666932 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH lok: 51613668 205 exp: 51613668 205 1 #EPN 201B/01 $008-03-24 $t01:25:07.533 201C/01 $008-03-24 201U/01 $0utf8 203@/01 $01257666940 208@/01 $a08-03-24 $bl 209S/01 $S0 $uhttps://www.swp-berlin.org/fileadmin/contents/products/research_papers/2018RP13_kpp.pdf $XH
