Whereas most leading theories of regionalism stipulate that RIOs are designed and shaped by intra-regional actors from ‘within’, this study develops a novel framework for exploring donor involvement in RIOs during various stages of the foreign aid policy cycle. The research design is based on a comparison of the four largest European donors of regional foreign aid (EU, Germany, Sweden and the UK) towards the largest recipient in Africa (African Union). The comparative analysis reveals considerable variation and each donor employ their own distinct approach, which we conceptualise as Bully (EU), Overseer (UK), Micromanager (Germany) and Samaritan (Sweden). This comparative design enables us not only to escape the EU-centrism that currently distorts the research field but also to analyse the different ways by which European donors try to influence and even control RIOs in Africa through their foreign aid. The deep donor involvement in RIOs in Africa challenges us to rethink external intrusion, the meaning of ownership as well as conventional boundaries of ‘inside’/’outside’ in the study of regionalism lok: 52141979 3 exp: 52141979 3 1 #EPN 201B/01 $013-09-24 $t22:58:39.373 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464559 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 5 exp: 52141979 5 1 #EPN 201B/01 $013-09-24 $t22:58:39.377 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464567 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 8 exp: 52141979 8 1 #EPN 201B/01 $013-09-24 $t22:58:39.380 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464575 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 10 exp: 52141979 10 1 #EPN 201B/01 $013-09-24 $t22:58:39.383 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464583 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 11 exp: 52141979 11 1 #EPN 201B/01 $013-09-24 $t22:58:39.385 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464591 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 20 exp: 52141979 20 1 #EPN 201B/01 $013-09-24 $t22:58:39.388 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464605 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 21 exp: 52141979 21 1 #EPN 201B/01 $013-09-24 $t22:58:39.390 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464613 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 23 exp: 52141979 23 1 #EPN 201B/01 $013-09-24 $t22:58:39.393 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464621 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 24 exp: 52141979 24 1 #EPN 201B/01 $013-09-24 $t22:58:39.395 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $0127346463X 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 25 exp: 52141979 25 1 #EPN 201B/01 $013-09-24 $t22:58:39.398 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464648 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 36 exp: 52141979 36 1 #EPN 201B/01 $013-09-24 $t22:58:39.400 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464656 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 49 exp: 52141979 49 1 #EPN 201B/01 $013-09-24 $t22:58:39.403 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464664 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 54 exp: 52141979 54 1 #EPN 201B/01 $013-09-24 $t22:58:39.408 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464680 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 108 exp: 52141979 108 1 #EPN 201B/01 $013-09-24 $t22:58:39.413 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464702 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 204 exp: 52141979 204 1 #EPN 201B/01 $013-09-24 $t22:58:39.416 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464710 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH lok: 52141979 205 exp: 52141979 205 1 #EPN 201B/01 $013-09-24 $t22:58:39.418 201C/01 $013-09-24 201U/01 $0utf8 203@/01 $01273464729 208@/01 $a13-09-24 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/253925 $XH
