In Latin America, human rights' violations catalyze the outcomes of such crises. In the aim of understanding the housing crisis, this research evidenced a vicious cycle in Brazil and Chile: despite the creation of massive social housing programs, the lack of adequate housing particularly affects the most-poor due to weak accountability. The comparison of legal accountability relations in the urban social housing ownership models Minha Casa, Minha Vida, from Brazil, and D.S. 49, D.S. 1, and D.S. 19, from Chile, revealed several of those inconsistencies, but also advised on concrete solutions to their accountability relations inspired by the rights-based approach. Policies fall short on the organization of responsibilities to duty-bearers, whose weak obligations to inform, justify or respond neutralize concrete chances of enforcing redress or grievance. In such a scenario, this research showed that the most-vulnerable remain hindered from accessing the minimum existencial and, particularly, adequate housing. The solution is obvious: the respect, protection and fulfillment of human rights must be used as means and goals of those or any other policies and institutional structures. lok: 53025821 3 exp: 53025821 3 1 #EPN 201B/01 $005-06-25 $t01:54:13.591 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190572 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 5 exp: 53025821 5 1 #EPN 201B/01 $005-06-25 $t01:54:13.595 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190580 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 8 exp: 53025821 8 1 #EPN 201B/01 $005-06-25 $t01:54:13.598 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190599 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 10 exp: 53025821 10 1 #EPN 201B/01 $005-06-25 $t01:54:13.600 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190602 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 11 exp: 53025821 11 1 #EPN 201B/01 $008-06-25 $t16:03:31.508 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958202 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 20 exp: 53025821 20 1 #EPN 201B/01 $008-06-25 $t16:03:31.511 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958210 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 21 exp: 53025821 21 1 #EPN 201B/01 $005-06-25 $t01:54:13.604 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190610 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 23 exp: 53025821 23 1 #EPN 201B/01 $005-06-25 $t01:54:13.606 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190629 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 24 exp: 53025821 24 1 #EPN 201B/01 $008-06-25 $t16:03:31.514 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958229 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 25 exp: 53025821 25 1 #EPN 201B/01 $005-06-25 $t01:54:13.609 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190637 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 36 exp: 53025821 36 1 #EPN 201B/01 $008-06-25 $t16:03:31.517 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958237 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 49 exp: 53025821 49 1 #EPN 201B/01 $008-06-25 $t16:03:31.520 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958245 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 54 exp: 53025821 54 1 #EPN 201B/01 $008-06-25 $t16:03:31.523 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958253 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 69 exp: 53025821 69 1 #EPN 201B/01 $008-06-25 $t16:03:31.525 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958261 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 107 exp: 53025821 107 1 #EPN 201B/01 $008-06-25 $t16:03:31.529 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $0130695827X 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 108 exp: 53025821 108 1 #EPN 201B/01 $008-06-25 $t16:03:31.532 201C/01 $008-06-25 201U/01 $0utf8 203@/01 $01306958288 208@/01 $a08-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 204 exp: 53025821 204 1 #EPN 201B/01 $005-06-25 $t01:54:13.611 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190645 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH lok: 53025821 205 exp: 53025821 205 1 #EPN 201B/01 $005-06-25 $t01:54:13.615 201C/01 $004-06-25 201U/01 $0utf8 203@/01 $01305190653 208@/01 $a04-06-25 $bl 209S/01 $S0 $uhttps://openresearchlibrary.org/content/5c4dfa07-519a-41c0-9fd8-18b5ba7e907e $XH
