The focus is on assessing development cooperation (DC). The first focus is on the methods used in development cooperation to evaluate projects. The methodology of two institutions active in German development cooperation is presented and subjected to a critical assessment with regard to the adequate consideration of various success criteria such as sustainability. A second focus is the political-economic analysis of project evaluations, in which the interdependence of interests between the various actors involved, each with their own objectives, is modeled, the results are empirically examined and suggestions for increasing the independence and quality of the evaluation are derived. Finally, the third priority is the provision of certain community-based services in developing countries, which is often promoted by development cooperation. Specifically, the investigations extend to systems of participatory resource management in irrigation projects in Ghana and community-based rural health insurance in Senegal.
