Nevertheless, from a budgeting perspective the German context is interesting, as parliament has unrestricted powers to amend the budget draft. The study follows approaches in performance management literature streams that have explored different types of performance information use. Building on a qualitative analysis of parliamentary budget debates, our results show that gender-related aspects matter in budgeting even when GB is not implemented. However, resources are less often referenced than programmes and policies in the budget debates. We find that MPs address gender-related aspects in a differentiated way (reflected in four types of performance information use), and that this is affected by user characteristics: the MPs’ gender, their party affiliation, committee membership and in some aspects, their age. While it may not come as a surprise that female MPs act as advocates for gender-related aspects, it is interesting that female MPs are more likely to reference resources when addressing gender-related aspects than male MPs. Further, our analysis of types of performance information use shows that a party's position as either a part of a governing coalition or opposition, as well as party lines across the opposition, affect the way in which gender-related aspects are addressed: exerting supportive use types (i.e., legitimizing, highlighting) and rather challenging use types (i.e., de-legitimizing, deflecting) lok: 53423178 3 exp: 53423178 3 1 #EPN 201B/01 $011-10-25 $t02:18:17.608 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749283 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 5 exp: 53423178 5 1 #EPN 201B/01 $011-10-25 $t02:18:17.612 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749291 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 8 exp: 53423178 8 1 #EPN 201B/01 $011-10-25 $t02:18:17.614 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749305 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 10 exp: 53423178 10 1 #EPN 201B/01 $011-10-25 $t02:18:17.617 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749313 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 11 exp: 53423178 11 1 #EPN 201B/01 $011-10-25 $t02:18:17.619 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749321 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 20 exp: 53423178 20 1 #EPN 201B/01 $011-10-25 $t02:18:17.621 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $0131974933X 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 21 exp: 53423178 21 1 #EPN 201B/01 $011-10-25 $t02:18:17.625 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749348 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 23 exp: 53423178 23 1 #EPN 201B/01 $011-10-25 $t02:18:17.627 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749356 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 24 exp: 53423178 24 1 #EPN 201B/01 $011-10-25 $t02:18:17.629 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749364 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 25 exp: 53423178 25 1 #EPN 201B/01 $011-10-25 $t02:18:17.632 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749372 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 36 exp: 53423178 36 1 #EPN 201B/01 $011-10-25 $t02:18:17.634 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749380 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 49 exp: 53423178 49 1 #EPN 201B/01 $011-10-25 $t02:18:17.640 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749399 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 54 exp: 53423178 54 1 #EPN 201B/01 $011-10-25 $t02:18:17.642 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749402 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 108 exp: 53423178 108 1 #EPN 201B/01 $011-10-25 $t02:18:17.645 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749410 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 204 exp: 53423178 204 1 #EPN 201B/01 $011-10-25 $t02:18:17.647 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749429 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH lok: 53423178 205 exp: 53423178 205 1 #EPN 201B/01 $011-10-25 $t02:18:17.650 201C/01 $011-10-25 201U/01 $0utf8 203@/01 $01319749437 208@/01 $a11-10-25 $bl 209S/01 $S0 $uhttps://freidok.uni-freiburg.de/data/242686 $XH
